Second, take a look at what the programs they're cutting actually do. For instance, they cut deforestation aid. Argue that deforestation is horrible, it destroys ecosystems, etc.etc. and make them prove otherwise. The key is to get away from their whole spiel on fiscal responsibility.

Finally, beat this case dead with a topicality press on signficance. Seriously, how big a part of the US environmental policy does foreign aid comprise. I mean seriously, this case hardly meets the definition of "important in meaning" (wordnet, I think).
